Yes, Latin American big city designs and traffic flow patterns are chaotic. The cities just sort of grew and expanded like mindless weeds. They were NOT pre-planned or laid out in any logical manner and when ¾ of streets are named after saints and genocidal dictators, estimating your trip ETA can be a pain in the ass.
